Leaving Las Vegas: Why Macau is playing dirtier than Nevada.

$10 billion gambled. 16 million gamblers. And $2.5 billion skimmed by conmen and gangsters from only 31 casinos. Nevada? In fact this is Macau, the world's newest and richest gambling hub - and with Triads and police battling to control the acres of green baize, soon to be the backdrop for China's latest state-sponsored executions.

The shirt on the back of Mr Du is soaked in sweat. He is playing baccarat in the dim orange glow of the first-floor, high-limit lounge of the Sands Macau. He is one of the casino’s favourite gamblers.

The 51-year-old from Hebei, in north China, doesn’t drink. He doesn’t eat. He just plays with huge bets. And when he loses, he chases the money aggressively.

As he runs out of cash, Triad loan sharks are quick to extend his credit. So he goes to the casino cage, draws down his family’s future in disposable chips and settles back into his seat for one last charge. He pushes the tokens into the middle of the table. The dealer accepts the bet and turns the card. Mr Du stares at the green felt. The casino has taken everything he has.

Filled with shame and loathing Du stands up from the table. He walks to the waist-high glass balustrade and looks down at the vast casino room 40ft below. Masses of gamblers bunch around illuminated dai-siu tables, and as the lights flash up the results of mechanically rolled dice, they jump, clap and shout. It means nothing to the man climbing up onto the glass rail.

Playing poker in Macau.

The room looks different to him now. Once you lose, the illusion shatters. He sees the gaps in the wallpaper, the missing lightbulbs and the dirt on the carpets. Reality is too much to bear. He dies angrily. His body crashes to the ground beside a line of people waiting to take a turn on a $1 million slot machine. Ironically, the $1 million payout will be financed in part by the dead man’s losses.

Mr Du died 18 months ago. The view from the glass balustrade from where he fell to his death has not changed. There is the same crush of punters steadily losing their money during one of the greatest gambling booms the world has ever known.

On stage at the casino, a hyper-energetic Hong Kong teen band thrash through a Genesis cover. Middle-aged men gawp at the pigtailed female lead singer. As the world endures a dull Wednesday night, the room is buzzing with action. Games of baccarat are in play at hundreds of green baize tables.

The casino, which opened in 2004, cost $240 million to build and the action in this room paid back that bill within its first year. You can hear, feel and smell the money landing in the drop boxes. This is a boom town.

Macau is the new Las Vegas. Last year, it took more money from gambling than Sin City: $10 billion compared to Vegas’s $6 billion. While gaming revenues are falling around the world, Macau appears to be relatively cocooned. In the month that global financial markets went into meltdown, Macau casinos took $800 million.

The calculation is simple. America has a population of 300 million and Las Vegas has over 700 casinos. China has a population of 1.3 billion and a paltry 31 casinos in Macau, the only part of China where gambling is legal. Each year, 16 million people cross the border on foot from the city of Zhuhai in mainland China to gamble in Macau. Another ten million will come in by boat and aeroplane.

The usual suspects are here to cash in on the losses: the investors, construction companies, champion poker players, VIP fixers – and, of course, the money-laundering gang chiefs.

Most of the investors are here direct from Las Vegas. Billionaire casino moguls Steve Wynn (Wynn Resorts), Kirk Kerkorian (MGM Mirage) and Sheldon Adelson (Las Vegas Sands – LVS) have all bought licences and built ‘integrated gaming resorts’ to accommodate the Chinese demand for Vegas-style glamour.

Together they have poured $30 billion into new casino construction in the past five years. While Wynn Resorts and MGM have built new properties among the old casinos on the main Macau peninsula, the most significant expansion is taking place on the outlying island of Taipa, accessed by a mile-long road bridge. Here, construction is focused on an area known as the Cotai Strip.

Macau is losing $2.5 billion to side betting - the skim made famous in the movie Casino netted just $20 million.

Today, the skyline is filled with bare concrete hulks, but by 2010 the work should be complete and Cotai will offer 20,000 luxury hotel rooms. Meanwhile, a new road – including an 18-mile bridge – will link Macau, Zhuhai and Hong Kong.

The Venetian Resort Hotel, like its sister hotel in Las Vegas, is an extravagant 40-storey complex designed to lure fresh corporate meat into its casinos and 3,000 suites. The 500,000sq ft gaming room is crammed with more than 800 tables and has a feeling of the Doge’s Palace meets Earl’s Court.

The casino is ringed by a luxury shopping mall, which is crossed by a series of swimming-pool-blue Venetian-style canals that link into a mini St Mark’s Square. It’s an exact replica of the replica that exists at the sister hotel in Las Vegas.

The lighting is on a permanent dusk setting, fixing you in one long, never-ending evening and subtly removing you from reality. American gondoliers wait around like a street gang from The Warriors and intermittently ferry self-conscious shoppers 50ft from one dock to the next. This is Italy designed by Americans and transplanted to Asia.

But amid the glitz and faux glamour there are darker forces at work. Triad (Chinese mafia) gangs are infiltrating the casinos in order to launder cash. It is estimated that through a variety of scams, $2.5 billion a year is leaving Macau casinos by the back door.

And now that the Beijing Olympics are over, the Chinese authorities are focusing their attention on the problem. Next year we can expect the trials, executions and killings that will decide Macau’s future.

Head of the powerful 14K Triad, Wan has limited use of his fingers following a meat cleaver attack and made $6 million a month from the casino skim. He defended his turf with bombs, bullets and even death threats in the press. In 1998, Wan was arrested and charged with illegal gambling, loan-sharking and attempted murder of the chief of police; he was jailed for 15 years.

The Triad problem has not gone away but ten years of peace have followed. The man many believe is responsible for the stability is 85-year-old billionaire, Dr Stanley Ho.

Ho has an OBE, $7 billion, and has had four wives and 17 children. For more than 35 years preceding 2002, Ho held the government-granted gambling monopoly in Macau and was the colony’s largest employer. His gambling concessions once accounted for almost 70 per cent of the city’s tax revenue. He built high-speed links to the outside world, and a recent count of the rapidly changing skyline still put him firmly in charge of 17 of Macau’s 31 casinos.

US Government reports have claimed there are links between the casinos run by Ho and organised crime. Ho also helped create the concept of VIP rooms – autonomous high-roller lounges, which have been used by Triads to take a share of legitimate action.

This murky set-up didn’t play well in the morally black-and-white world of US-dominated international law enforcement. In 2005, Ho and his Seng Hang Bank came under the spotlight of the US Treasury Financial Crimes Enforcement Network for alleged links to North Korean money laundering.

But Ho marches on. His daughter Pansy Ho opened the MGM Grand Macau with Kirk Kerkorian, while son Laurence is working on the City Of Dreams casino project with James Packer, son of the late billionaire Kerry Packer.

Indeed, Ho has never been charged for any crime and he is both feared and admired by his peers.

‘Stanley is an amazing man,’ says British-born Gary Woollard, general manager of the Grand Waldo casino in Cotai.

‘People say he’s lost his monopoly but he has fingers in everything that happens in Macau. He even owns the ferry. Every time a new casino is built, the value of the land he already owns goes up.’

But Ho cannot live forever. Law enforcement sources are sure his death will trigger a gang war as the ambitious Sun Yee On Triad in Guangdong makes a power grab for the lucrative VIP rooms. Without Ho to broker peace, and with billions of dollars at stake, Macau could fall back into chaos and violence.

Chao Yeuk-Hong knew exactly what went on inside the casino VIP rooms. As executive director at Stanley Ho’s Casino Lisboa, she was responsible for the Golden Palace ‘salons’.

But two years ago, she was murdered, along with her husband Lam Pou-Sang. Their bodies were discovered on Zhuhai golf course. Her throat had been cut; he had been stabbed to death. Such can be the fate of those who cross paths with Macau’s notoriously violent Triads.

I’m thinking of their bloody deaths as I enter the two-year-old Grand Waldo, where hundreds of card players are competing in the PokerStars Asian Pacific Poker Tour. The owners of the world’s largest poker website, pokerstars, have been keen to stake a claim in Macau. Walking across the main casino floor I meet Javed Abrahams, 24, a Cambridge graduate.

‘The Chinese are much more intently focused on the gambling aspect than your average Las Vegas tourist,’ he says.

‘Look at the baccarat tables. Chinese people are very attracted by the concept of luck.’

The room is buzzing but I’m headed for the VIP rooms upstairs, where the real action takes place. ‘We go to HK$2 million (£200,000) per hand at baccarat here,’ says Gary Woollard.

‘The casino covers that limit per hand. It can be over in 60 seconds – and they will follow it with another HK$2 million bet.’

Some VIP rooms are decorated in neutral tones, others are guarded by statuettes of ancient warriors. Most are thoughtlessly stuffed with vastly oversized chairs and expensive bric-a-brac. Some are locked or guarded, hosting private events, others are wide open and welcome ‘walk-ins’ from the casino.

I venture into one such room. In the corner, a hostess touches up her lipstick, while a second girl sits tapping away on a pink Nintendo DS. One of the staff, a petite woman in her early forties, comes over and asks what game I’d like to play and at what stakes. Ideally, they would like to set me up with a credit line.

In the middle of the room, a gambler and his female companion lean up against the baccarat table and yell as the dealer flips over the cards. The gambler is wearing a white shell suit and is schooled in the ways of the mainland’s illegal card rooms – he roughly creases his cards, rendering them unusable, and casts them back across the table at the dealer.

As he chatters away, his cigarettes burn down to their filters and pollute the air with acrid smoke. This is fast becoming the most familiar scent in Macau.

VIP rooms are mini-casinos rented by ‘tour’ operators, who employ junket reps to fill tables with high - rollers. These reps are often affiliated with the Triads. In Las Vegas, a junket operator arranges travel and facilitates a credit line with the casino. Here, they offer the credit line themselves. And you don’t want to default on repayments.

Tour operators pay a monthly fee of up to $1.3 million for the use of a room, and they should pay 40 per cent of their takings to the Government. The money that doesn’t make it this far is called the skim. Inside these private spaces, it’s almost impossible to monitor the amount of money being won and lost.

Stephen J Karoul is an American marketing expert with 30 years’ experience in the world’s biggest casinos. He operated his own VIP room inside a Philippines casino and regularly chartered Airbus jets to fly Chinese high rollers in and out. He now teaches casino executives how to run VIP rooms. But even with his vast experience, Karoul only stumbled across the illegal practice of side betting on his own premises by accident.

‘We called it the forex (foreign exchange) scam,’ says Karoul. ‘We had a customer who defaulted on paying somebody. What some of the junket reps do is sell the debt to nefarious characters, who go to collect the money. Someone was chasing this guy, threatening to kill him and he came to us for help. That’s how we found out. Today they call it the “multiplier scam”.’

In a multiplier scam, the true value of the chips you use at the table is multiplied.

‘For instance, if the customer loses $100,000, he has an agreement with the junket rep for a “three-times multiplier”,’ says Karoul. ‘This means that when he goes back to China he has to pay the junket rep $300,000 in cash. It is attractive to the player as well because if he wins, he gets $100,000 officially and then $200,000 in unofficial cash from the junket rep.’ The casino gets no revenue from this illegal transaction.

There’s no way to accurately assess how much money is being lost, but an anonymous survey of gaming executives carried out by the South China Morning Post in 2007 concluded that casinos could be losing up to $2.5 billion a year to side betting. By comparison, the skim made famous in the Scorsese movie Casino netted just $20 million.

Las Vegas-style shows takes place alongside the gambling.

On the wall is a framed counterfeit dollar, a gift from the US Secret Service, alongside other mementoes that hint at his 17 years in the Royal Hong Kong Police, during which time he ran operations against the Triads and controlled the Criminal Intelligence Bureau. Now in the private sector, Vickers advises large foreign corporations of the risks associated with investing in Macau.

‘There’s a lot of rubbish talked about Triads,’ he says.

‘Stanley Ho is not a Triad and never has been. But prior to the 2002 deal (opening up casino licences), he was the glue. He’s had to rub shoulders (with Triads) to get where he is, and now everyone wants a piece of what he has. You have new Triads – the Sun Yee On, for example – who are aggressive and hungry and want a piece of this new, growing action. Historically, each VIP room table will have some affinity with a different Triad group and even though they bump into each other in this way, essentially the peace has been kept.’

Indeed, Vickers maintains the biggest threat to Macau is a SARS or avian flu pandemic. Were that to happen, the hotels would be deserted. The other major concern is that China may limit Macau visas to Chinese citizens in order to prevent money laundering.

‘There are concerns that Chinese officials and senior businessmen have turned up in Macau without documents, have spent huge sums of money and have gone back again. This is something the Chinese Government may move on. My sources suggest it has security forces in casinos,

monitoring and keeping files on people who regularly turn up. It’s a question of when they move and how. But they’ll want to do it without throwing the baby out with the bathwater.’

The dilemma for the Chinese is that the biggest profits come not from the regular punters but from the big spenders who bet millions of yuan at a sitting. Many of these are senior officials and managers of state companies with access to large funds.

‘My assessment is that the Chinese have been concentrating on the Olympics; now they’ll move on with the next big project, which is probably Macau.’

The Hotel Lisboa, the casino that signalled Stanley Ho’s rise to power, is today dwarfed by the colossal neon pineapple of his Grand Lisboa. But the original still exudes a faded Sixties cool. I first came here ten years ago and watched as pockmarked men smoked themselves to death while playing the dice game dai-siu.

Returning a decade later, I’m convinced the same men are still there. Even so, the real action in the ‘old’ Lisboa isn’t in the casino, but in the basement shopping arcade.

Down here, guarded by casino security, about 30 prostitutes, most wearing traditional qipao dresses, walk languorous circuits propositioning hotel guests. Prostitution is a part of the web of corruption that stretches outwards from Macau and reaches deep inside mainland China. But the Chinese authorities are more concerned about the money that is leaking out of the government coffers through corrupt officials.

Recently, Wu Huali, the police chief in the nearby city of Huizhou, was arrested for spending more than ten million yuan of public money (£1 million) in Macau casinos. He had allegedly teamed up with corrupt immigration officials to sell visas to tens of thousands of prostitutes from China, who wanted to work in Macau.

Beijing University estimates that Chinese public officials gamble up to $600 million every year in Macau, and Stanley Ho’s multi-billion dollar gaming flagship STDM has apparently been openly implicated by Beijing money-laundering experts. Chinese police estimate that in 2005, the Government was losing $70 billion a year through money laundering. So when public officials are caught, the punishment is severe.

Recently, the Hong Kong representative of a Hubei state firm was executed for losing 98 million yuan (£9.5 million). The former vice-mayor of Shenyang was also executed for losing a paltry ten million yuan. A female post office official is presently on trial for stealing 1.8 billion yuan to pay gambling debts to Macau Triads. She also faces the death sentence.

How many fortunes will be lost at the gaming tables - and how many bodies will end up on the golf-course fairway?

The problem for the Chinese authorities is that Macau’s highly secretive VIP room gaming structure makes much of this illegal side-betting almost impossible to detect.

Also pending construction is the $2 billion City Of Dreams casino complex, while on a separate plot of land there is the $2 billion Studio City, which will include the six-star Tang Hotel.

As developer LVS struggles with the cash crunch, the hotels it is building for Hilton, Swiss Hotel, Raffles and other prestigious international names have been put on hold. While casinos are known to be relatively recession-proof, hotel complexes are not. In the past year, LVS has seen its share price fall from $118 to just $3.23, and in the past eight months, LVS boss Sheldon Adelson has personally lost $16 billion.

Yet 24 hours a day, busloads of punters still pile across the border and fall into the casinos like sand through an hourglass. Boats and buses ferry players from big cities across south-eastern China, and to service that demand a whole generation of boys in Macau will grow up to become baccarat dealers.

While Chinese authorities might threaten to halt visitor visas and crack down on money laundering with arrests and executions, the Macau money-making machine will grind on. Some of the new hotels may remain unbuilt through the global recession, but experience tells us the casinos will flourish.

Macau has already eclipsed Las Vegas, and as China grows in power Macau will become a key stepping stone into the biggest market in the world. Sin City? Las Vegas is in deep recession; Macau has a $6 billion surplus that the local government doesn’t even know what to do with.

But the real unknown is who will be the big winners as the Triads, the Government and the casino magnates battle for control. How many fortunes will be lost at the gaming tables – and how many bodies will end up on the golf-course fairway or casino floor?

For the bright lights, glamour and free drinks, for the limos and the suites, someone somewhere has to pay.
